Urban Transport and Mobility Manager

Level: Senior Consultant
Experience: Minimum 5 years in transport planning, mobility, or related fields

 

1. Role Purpose

The Transport and Mobility Manager will be responsible for leading the delivery of transport and mobility-related components within assigned projects. The role combines technical leadership, project management, and team supervision, ensuring that project outputs are delivered on time, meet quality standards, and align with client expectations and broader project objectives.

The position requires the ability to translate strategic direction into actionable workplans, guide team members in developing robust analyses, and maintain effective coordination with internal teams and external stakeholders.

 

2. Key Responsibilities

A. Project and Workstream Management

  • Lead the planning, coordination, and implementation of transport and mobility-related workstreams across projects.
  • Develop detailed workplans, timelines, and resource allocations for assigned scopes.
  • Monitor progress against milestones and proactively manage risks, dependencies, and delivery challenges.
  • Ensure timely delivery of outputs in accordance with agreed scope, schedule, and quality standards.
  • Support project managers or senior leadership in managing project performance, including reporting and client coordination.

B. Technical Leadership and Substantive Direction

  • Provide technical oversight and direction on transport and mobility analyses, including but not limited to:
    • Public transport planning and service design
    • Transport demand and ridership analysis
    • Network planning and operations planning
    • Multimodal integration and accessibility planning
    • Sustainable and low-carbon mobility strategies
  • Review and validate technical outputs produced by team members to ensure methodological soundness and clarity of findings.
  • Translate analytical results into clear, actionable recommendations for clients and stakeholders.
  • Contribute to the development of technical frameworks, methodologies, and guidance relevant to transport and mobility planning.
  • Demonstrate the ability to integrate transport and mobility planning with broader urban development, spatial planning, and economic development objectives.
  • Understand the interdependencies between transport systems, land use patterns, economic activity, and urban growth dynamics, and reflect these linkages in project analyses and recommendations.
  • Contribute to the development of integrated strategies that connect transport investments with urban planning priorities, infrastructure development, and economic competitiveness.
  • Support the formulation of transport and mobility solutions that are aligned with long-term strategic planning frameworks, including regional development plans and investment strategies.

C. Team Leadership and Staff Management

  • Supervise and mentor consultants and junior staff working within assigned workstreams.
  • Assign tasks and responsibilities aligned with team members’ capabilities and development needs.
  • Provide regular feedback, guidance, and performance input to support staff growth and delivery quality.
  • Foster a collaborative and accountable team environment that supports efficient delivery.

D. Stakeholder and Client Coordination

  • Engage with clients, government counterparts, and project partners to ensure alignment on technical direction and delivery expectations.
  • Facilitate technical discussions, workshops, and coordination meetings as required.
  • Communicate project progress, risks, and key decisions clearly to project leadership and stakeholders.
  • Support relationship management with clients and partners to maintain trust and credibility.

E. Quality Assurance and Knowledge Management

  • Ensure that all deliverables meet internal quality standards and client requirements.
  • Maintain documentation of methodologies, assumptions, and analytical processes.
  • Support knowledge sharing within the team, including lessons learned and good practices.
  • Contribute to continuous improvement of project delivery processes and technical standards.

3. Required Qualifications and Competencies

Education: Master’s degree in Transport Planning, Civil Engineering, Geography, or related field.

Professional Experience

  • Minimum 5 years of professional experience in transport planning and mobility disciplines in Indonesia.
  • Experience working on international or cross-border projects, or engaging with international organisations or development partners, is considered an advantage.
  • Demonstrated experience managing project components or workstreams.
  • Experience supervising staff or coordinating multidisciplinary teams.

4. Level of Authority and Reporting Line

  • Reports to: Project Manager / Senior Manager
  • Supervises: Consultants, Graduate Consultants, and project support staff as assigned
  • Works closely with: Technical specialists, project leadership, and client representatives

The role is expected to operate with a high degree of independence while maintaining alignment with project leadership and organizational standards.
