Public Policy Consultant
Level: Consultant
Minimum Experience: ≥3 years in policy, governance, or regulatory-related work
1. Role Purpose
The Public Policy Consultant will support the review and analysis of policies, governance arrangements, and regulatory frameworks relevant to infrastructure, transport, and urban development projects. The role focuses on ensuring that project recommendations are informed by applicable regulations and institutional arrangements, and that proposed interventions are aligned with implementation realities.
The position requires the ability to interpret policy and regulatory provisions, capability to map important stakeholders, identify enabling and constraining factors, and provide structured inputs to support project delivery across programmes and initiatives.
2. Key Responsibilities
A. Policy and Regulatory Review
- Conduct structured reviews of national and subnational policies, regulations, and institutional frameworks relevant to assigned projects.
- Identify and summarise regulatory provisions, requirements, constraints, and opportunities that may affect project delivery.
- Support the preparation of policy and regulatory analysis to inform project planning and implementation.
B. Governance and Institutional Analysis
- Support the mapping of institutional roles, mandates, and coordination mechanisms among relevant stakeholders.
- Assist in analysing governance arrangements related to project implementation.
- Provide inputs to the development of governance and institutional frameworks supporting project delivery.
C. Policy Implementation Support
- Assess how proposed project interventions can be implemented within existing regulatory frameworks.
- Identify potential policy or regulatory gaps that may affect implementation.
- Provide structured inputs to implementation planning, including regulatory and institutional considerations.
D. Stakeholder Engagement and Coordination
- Identify and map out key stakeholders and counterparts which could influence policy-making processes and project implementation.
- Participate, support in preparing materials for meetings with stakeholders and support coordination and engagement on policy and governance issues.
E. Documentation and Knowledge Management
- Compile and maintain records of relevant policies, regulations, and institutional references.
- Support the preparation of policy briefs, governance notes, and regulatory summaries.
3. Expected Outputs
The Public Policy Consultant is expected, but not limited, to contribute to outputs such as:
- Policy and regulatory review summaries
- Governance and institutional mapping notes
- Regulatory gap and implementation readiness inputs
- Briefing notes and stakeholder meeting summaries
- Inputs to project reports and implementation frameworks
- Policy and governance-related sections in project deliverables
4. Required Qualifications and Competencies
- Master’s degree in Public Policy, Public Administration, Law, Economics, or related field.
- Minimum 3 years of professional experience in policy analysis, governance, regulatory review, or institutional coordination.
- Proven experience in policy and regulatory analysis, preferably in Indonesia.
- Strong understanding of governance frameworks and intergovernmental and stakeholder coordination in Indonesian context.
- Experience working with government institutions, development programmes, or infrastructure-related projects is preferred.
Core Competencies
- Policy and Regulatory: Ability to conduct structured policy and regulatory reviews. Understanding of how regulatory frameworks influence project feasibility and delivery.
- Governance and Institutional: Understanding of government structures and institutional roles, including mapping for institutional responsibilities. Familiarity with governance and public sector processes will be a value added.
- Implementation Orientation: Ability to connect policy analysis with practical implementation considerations.
- Communication and Coordination: Clear and structured writing skills; Ability to prepare concise summaries and documentation; and Ability to work collaboratively within multidisciplinary team.
