GEDSI Specialist (Gender Equality, Disability, and Social Inclusion)
Level: Consultant/Specialist
Minimum Experience: ≥3 years in GEDSI, social inclusion, or community safeguarding.
Role Purpose
- The GEDSI Specialist will support the integration of gender equality, disability inclusion, and broader social inclusion considerations into various development projects and programmes. The role focuses on ensuring that project approaches, analyses, and outputs are inclusive, equitable, and responsive to the needs of diverse population groups, including women, persons with disabilities, vulnerable communities, and marginalized groups.
- The position requires the ability to conduct GEDSI analysis, identify inclusion gaps and risks, and provide mitigation measures to inform planning and design processes. The role provides advisory guidance on integrating gender equality, disability inclusion, safeguarding, and protection considerations into program design, delivery, and results frameworks. The specialist will also support the incorporation of inclusive principles into project implementation strategies and stakeholder engagement processes, aligned with the Indonesian socio-institutional context.
Key Responsibilities
A. GEDSI Analysis and Mainstreaming
- Conduct gender and social inclusion analysis to develop baseline assessment which are relevant for project purposes.
- Develop inclusivity frameworks based on the baseline assessment to achieve meaningful inclusion of the projects.
- Identify key barriers, risks, and opportunities faced by vulnerable populations affected by the projects.
- Support the integration of GEDSI considerations into project frameworks, methodologies, and outputs.
- Provide inputs to ensure planning and design recommendations are inclusive and equitable.
B. Stakeholder Mapping and Inclusive Engagement
- Identify and map diverse stakeholders, including vulnerable and underrepresented groups.
- Support the design and implementation of inclusive stakeholder engagement processes.
- Ensure consultation approaches are accessible and participatory for different social groups, including persons with disabilities.
C. Policy and Institutional Alignment (GEDSI Lens)
- Review relevant national and subnational policies, regulations, and frameworks related to gender equality, disability inclusion, and social inclusion relevant for project’s scope of work.
- Identify alignment and gaps between project approaches and existing GEDSI-related regulations and commitments.
Provide inputs to ensure project recommendations are consistent with applicable policies and institutional mandates.
D. Capacity Building and Project Management Support
- Provide guidance and inputs to project teams on GEDSI integration in planning and design processes.
- Document lessons learned and good practices on inclusion within project implementation.
- Support internal learning and awareness on inclusive approaches and methodologies.
- Ensure projects delivery will adhere and follow to GEDSI principles.
- Support the preparation of GEDSI-related sections in project reports and deliverables.
Expected Outputs
The GEDSI Specialist is expected, but not limited, to contribute to outputs such as:
- GEDSI analysis reports and inclusion assessments
- Stakeholder mapping with inclusion consideration
- Inclusive engagement plans and consultation summaries
- GEDSI-related policy and regulatory review notes
- Inputs to project reports, frameworks, and design guidelines
Required Qualifications and Competencies
- Bachelor’s or Master’s degree in Social Sciences, Gender Studies, Urban Planning, Development Studies, or related field.
- Minimum 3 years of professional experience in gender equality, disability inclusion, social inclusion, or community development.
- Experience applying GEDSI principles in urban development, transportation, infrastructure, or planning projects is preferred.
- Familiarity with Indonesian regulatory and institutional frameworks related to gender equality and disability inclusion (e.g., gender mainstreaming policies, disability law, social inclusion frameworks).
- Experience working with government institutions, development partners, NGOs, or community-based organizations is an advantage.

- Policy and Regulatory: Ability to conduct structured policy and regulatory reviews related to GEDSI, social safeguarding, and social development in the context of Indonesia’s regulatory regime.
- Governance and Institutional: Understanding of inclusive development mechanisms, including government structures and institutional roles. Familiarity with inclusive policy-making processes.
- Implementation Orientation: Ability to connect inclusive policy analysis with practical implementation considerations to enhance GEDSI framework.
- Communication and Coordination: Clear and structured writing skills; Ability to prepare concise summaries and documentation; and Ability to work collaboratively within multidisciplinary team.
