Initating the Integrated Transit and Development (ITD) Model in Kedungsepur Metropolitan Area
Supported by the UK Government through the Indonesia-UK PACT programme, Techne Praxis International is continuing to advance Transit Oriented Development (TOD) implementation across Central Java.
Semarang, 23 June 2026 – Techne Praxis International, with support from the UK Government though the Indonesia-UK PACT (the UK Partnering for Accelerated Climate Transition) programme with Indonesia’s Ministry of Transport, continues Phase II of the programme testing the ITD model for TOD in potential eastern and western corridors in Central Java Province, namely Tawang Station (Semarang City) and Weleri Station (Kendal Regency), through this plenary workshop titled “Initiating ITD Implementation in Kedungsepur Metropolitan Area” at Tentrem Hotel in Semarang. In addition to local governments, the programme is also supported by the Institute for Transportation and Development Policy (ITDP) and MMI Law office. This workshop centers on discussing the proposed work plan in through proposed TOD areas as an initial step towards the development of strategic commitment of government leaders and agencies to promote and advance TOD implementation across Central Java.
In Phase II of the Indonesia-UK PACT programme, Techne Praxis International aims to secure support and commitment from Central and Local governments for TOD implementation, enabling regulations, governance and financing schemes advancing TOD with government leaders and agencies. Through the Techne Praxis’ targeted Workshop series, the programme generally received positive responses from key stakeholders, in particular to support regeneration, accessibility, and the development of new economy within the station corridors.
The workshop event is opened with a speech by Puspita Galih Resi, the Managing Director of Techne Praxis International, Laili Muttamimah, UK PACT Programme Officer from the Foreign, Commonwealth and Development Office (FCDO), and Sumarno, S.E., M.M., the Regional Secretary of the Central Java Province.
Sumarno, S.E., M.M., said, “I view this workshop as a crucial opportunity to strengthen the implementation of TOD in the Kedungsepur Metropolitan Area by strengthening collaboration and coordination among stakeholders. This workshop serves as a platform to align national and regional policy perspectives, while also discussing the governance framework, operational readiness of the region, and implementation mechanisms involving various stakeholders, including Master Developers, Land Value Capture (LVC) Managers, and corridor managers. This strong synergy is expected to support the realisation of integrated, sustainable, and public transportation-oriented within regional development."
This workshop explores the current progress of TOD implementation in the Central Java area, exploring collaboration and coordination mechanisms of stakeholders involved within the implementation, including the Master Developer, LVC manager, and corridor-level governance. A key topic within the workshop is to explore the perspectives of national and local level policies, assessing the framework required to support sustainable TOD development across the Kedungsepur Metropolitan area. This includes the readiness of the region’s operational performance and coordination in the implementation of TOD.
“The potential for TOD sub-corridor business development requires multi-level governance for effective implementation. This represents an important opportunity to foster synergy between visionary planning and governance management, which serves as the primary foundation for sustainable urban development today,” explains Puspita Galih Resi, Managing Director of Techne Praxis International.
The workshop is moderated by Deliani Poetriayu Siregar, the Deputy Director of ITDP Indonesia, featuring contributions from speakers: Dr. Okto Risdianto Manullang, S.T., M.T., from the Department of Urban Planning of the University of Diponegoro, Djoko Wibowo, Assistant Deputy for Housing Land Provision, Coordinating Ministry for Infrastructure and Regional Development, Oktaniza Nafila, Senior Manager of Urban Planning and Mobility of Techne Praxis International, and Yusmanto, SP.i, M,Si, Head of Regional and Development Planning Agency of Central Java Province.
As local governments strengthen their institutional coordination, policy commitment and implementation readiness to developing TOD in the Kedungsepur Metropolitan Area, particularly in Tawang Station and Weleri Station, securing a shared commitment to the foundation advancing various TOD initiatives across the region among stakeholders hold the future toward an integrated, sustainable, and investment-ready urban development. With technical support from Techne Praxis and networks built from the Indonesia-UK PACT programme, national, regional and non-governmental stakeholders have the tools to create well-connected, low-carbon and inclusive urban growth in the Central Java area.
