Advancing TOD and LVC Implementation in the Special Region of Yogyakarta
Yogyakarta, 25 June 2026 – Techne Praxis International, in collaboration through the UK Government though the Indonesia-UK PACT (the UK Partnering for Accelerated Climate Transition) programme with Indonesia’s Ministry of Transport, continues Phase II of the programme in the Special Region of Yogyakarta, addressing the growing mobility demand from local residents and tourists in the city, through this workshop titled “Follow-up Meeting on UK PACT Phase II Support for the Implementation of TOD and LVC in Yogyakarta” at Grand Hotel de Djokja in Yogyakarta. In addition to the local government, the programme is also supported by MMI Law Office. The workshop centers on exploring an alignment on how the Integrated Transit and Development (ITD) model can be incorporated in TOD initiatives in local development policies of Yogyakarta as an initial step towards the development of a strategic transportation development policy brief for the special region.
In Phase II of the Indonesia-UK PACT programme, Techne Praxis International aims to support the development of integrated public transportation infrastructure, strengthening shared ownership and commitment among relevant institutions to formulate policy to support the government of the Special Region of Yogyakarta in preparing TOD implementation. Through Techne Praxis International’s work in the previous Plenary Workshop in Semarang, the Indonesia-UK PACT programme is met with positive responses and supportive enthusiasm from relevant key stakeholders to support alignment, implementation of TOD and integrated policy development for public transportation in secondary cities.
The workshop event is opened with a speech by Rahadi Marsito, Chief Operating Officer of Techne Praxis International. The workshop is attended by GKR Bendoro. It is also attended by Ni Made Dwipanti Indrayanti, S.T., M.T, Regional Secretary of the Special Region of Yogyakarta.
“This workshop is a crucial opportunity to translate technical and institutional insights into aligned strategies and concrete implementation plans among government leaders,” explained Rahadi Marsito, Chief Operating Officer of Techne Praxis International.
The workshop explores existing initiatives of TOD and public transportation policies in Yogyakarta to strengthen a shared understanding of the ITD model, aligning perspectives across different sectors and levels of government, including the critical roles of stakeholders. This focuses on establishing a structured framework to guide the development of a policy brief that works for Yogyakarta’s unique urban mobility pattern and governance arrangements to utilise TOD and LVC as an integral part of the sustainable and long-term urban development of the city.
“From the TOD potential discussed, its utilisation must comply with regulation regarding land availability to enable its LVC potential. Each area has different characteristics and complexities,” explained Ni Made Dwipanti Indrayanti, S.T., M.T., Regional Secretary of the Special Region of Yogyakarta.
In developing a shared vision of developing TOD and public transportation initiatives in the Yogyakarta Special Region, the workshop serves as an important milestone to create a strong foundation to advance integrated policy development for sustainable urban development in Yogyakarta. With technical support to develop more sustainable urban development strategies from Techne Praxis and networks built from the Indonesia-UK PACT programme, key stakeholders in the Special Region of Yogyakarta have the tools to create well-connected urban mobility, accessibility and economic growth for the region.
